Abstract
Agent-Based Models (ABMs) have been used frequently in socio-hydrological analyses that consider the impact of human behavior on water resource decision-making by representing autonomous agents that interact with each other and the environment. Formoso river basin (FRB) in Brazil is characterized by intense agricultural activity with conflicts among water users (farmers). This work applies an ABM to represent the decision of farmers and the water authority toward the use and regulation of water in the FRB. We used qualitative and quantitative demand data assembled from an online open-access database (GAN System) to parameterize the water demand model. The model classified farmers into Cooperative, Indeterminate, and Non-Cooperative profiles according to pattern of withdrawal data transmission frequency. We statistically modeled distinct water withdrawal patterns for each profile, as well as different compliance levels with water use rules. Most farmers were classified according to the profiles with low data transmission (Non-cooperative and Indeterminate). Homogeneous behavior characterized the farmers´ decision in three upstream regions, whereas heterogeneous behavior was detected in the downstream regions, where there is a greater concentration of water pumps owned by farmers. Collective allocation granting mechanisms were represented by considering total adherence to each profile using a neighborhood effect in the ABM. Furthermore, the ABM was integrated into a hydrological model. The modeling framework contributed to defining water management policies and evaluating the effect of cooperation on water demand patterns and availability.
